Such negative impacts may include increased <br />crime, noise impacts, and traffic impacts, including up to an additional 74 peak hour <br />trips through the neighborhood, some of which will likely be made by drivers who <br />have been drinking; and <br />WHEREAS, the Project has been through various revisions and has <br />been considered and reviewed by the City Design Review Committee on over one <br />dozen occasions, as more fully detailed in the Planning Commission Staff Reports <br />dated July 25, 2006 and October 24, 2006; and <br />WHEREAS, the Application was referred to all affected public agencies <br />for review and consideration; and <br />WHEREAS, on September 12, 2006 and October 24, 2006 the Planning <br />Commission of the City of Colton ("Planning Commission") conducted duly noticed <br />public hearings on the Application at which time all persons wishing to testify in <br />connection with the proposed Application were heard, and the Application was <br />comprehensively reviewed; and <br />WHEREAS, in order to approve the Application, the Planning <br />Commission is required to find that the Application is consistent with the City's <br />General Plan, the West Valley Specific Plan, and the City's Zoning Ordinance, and <br />that the Application will not be detrimental to the health, safety and welfare of the <br />residential neighborhood adjacent to the proposed Project; and <br />-5- <br />
