However, because the Project has been through numerous revisions, the current plans do not match the Project description provided in the Initial Study, thus the Application is not currently in compliance with CEQA; and WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: SECTION 1. The Recitals set forth above are true and correct and are incorporated herein by reference. SECTION 2. Based on the entire record before the City Council, all written and oral evidence presented, and the findings made in this Resolution, the City Council hereby denies the Appeal of the Application and upholds the decision of the Planning Commission denying the Application. SECTION 3. Based on the entire record before the City Council and all written and oral evidence presented, and the findings made in this Resolution, the City Council hereby finds that the Application is inconsistent with the General Plan and the West Valley Specific Plan of the City of Colton because: A. The Application proposes a use that is not consistent with neighboring land uses, and is inconsistent with the intent of the following General Plan and West Valley Specific Plan principles and objectives: 1. General Objective No. 1 of the Land Use Element provides in relevant part that it is a general objective of the City of Colton to: create a land use pattern which provides a safe, harmonious and attractive living environment.
