However, because the Project has been <br />through numerous revisions, the current plans do not match the Project description <br />provided in the Initial Study, thus the Application is not currently in compliance <br />with CEQA; and <br />WHEREAS, all other legal prerequisites to the adoption of this <br />Resolution have occurred. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />SECTION 1. The Recitals set forth above are true and correct and are <br />incorporated herein by reference. <br />SECTION 2. Based on the entire record before the City Council, all <br />written and oral evidence presented, and the findings made in this Resolution, the <br />City Council hereby denies the Appeal of the Application and upholds the decision <br />of the Planning Commission denying the Application. <br />SECTION 3. Based on the entire record before the City Council and all <br />written and oral evidence presented, and the findings made in this Resolution, the <br />City Council hereby finds that the Application is inconsistent with the General Plan <br />and the West Valley Specific Plan of the City of Colton because: <br />A. The Application proposes a use that is not consistent with <br />neighboring land uses, and is inconsistent with the intent of the following General <br />Plan and West Valley Specific Plan principles and objectives: <br />1. General Objective No. 1 of the Land Use Element provides in <br />relevant part that it is a general objective of the City of Colton to: create a land use <br />pattern which provides a safe, harmonious and attractive living environment.
