EXHIBIT "A" <br />CITY OF COLTON <br />CITY MANAGER'S OFFICE <br />Community Development Block Grant (CDBG) Program <br />Fiscal Year 2007-2008 <br />Project Proposal Applications <br />1. City of Colton Community Services Department — Colton Public Library: "Adult and <br />Youth Literacy Program," $13,000. The Colton Public Library seeks CDBG <br />funding to provide literary services. Professional staff will maintain adult and youth <br />literacy services at the Main Library, Luque Branch and Homework Assistance <br />Center. The library literacy programs will serve the basic needs of functionally <br />illiterate adults and provide literacy education to youth in the Colton area. Adults and <br />youth will be educated to succeed in everyday life skills. Adults will learn basic <br />reading and writing skills to improve their social and occupational environments. <br />Youth will be instructed in homework assistance to succeed in school to further their <br />education. The Colton Public Library proposes to use CDBG funds to pay salary for <br />one part-time literacy assistant to provide specialized literacy services to adults and <br />youth. By maintaining an established literacy program that recruits volunteers and <br />helps adults and youth with literacy skills, the library can address an urgent <br />community need in as cost effective a manner as possible. <br />2. City of Colton Police Department Colton Police Activities League: "Colton Police <br />Activities League," $37,700. The Colton Police Activities League (PAL) is <br />requesting CDBG funds to provide activities to youth to avoid juvenile crime during <br />non -school hours and weekends, and to educate parents and teens on how to cope <br />with family problems. Colton PAL is organized as a 501(c)(3) non-profit <br />organization, sponsored by the Colton Police Department to serve at -risk youth ages 8 <br />to 8 who reside in the City of Colton. Coordinated by police officers and citizen <br />v9lunteers, PAL teams the police officers and volunteers with at -risk youth in non- <br />threatening, sports oriented programs, geared toward keeping the juveniles away from <br />negative, possibly criminal influences. Such criminal influences are prevalent in low - <br />and moderate -income neighborhoods. Colton PAL anticipates beginning an after <br />school program directed toward at -risk boys and girls who are unable to participate in <br />traditional for -fee programs. Colton PAL expects to continue to offer boxing classes <br />designed to teach discipline and self-esteem while building and strengthening their <br />character. Colton PAL will provide three Parent Project classes, two in English and <br />one in Spanish, which will include a Teen Project component dealing with troubled <br />youth. Colton PAL will sponsor youths in a boot camp CART (Colton At Risk Teen) <br />program. Upon the identification of youth leaders involved in the program, a youth <br />director and council will be established to follow the youth to develop their leadership <br />skills while determining the future direction and focus of the Colton PAL program. <br />
