3. City of Colton Police Department - Colton Police Activities League: "Colton Police <br />Activities League," $500,000. Colton PAL is in the process of obtaining a teen <br />center, and CDBG funding will assist in the remaining balance of the funds needed. <br />The Teen Center would provide activities to youth to help them avoid juvenile crime <br />during non -school hours and weekends. Providing a safe environment to the youth, <br />the location is within walking distance to both high school and middle school <br />students. The target area of the PAL youth sports center is located next to Chavez <br />Park in the City of Colton. The youth activities will include the existing Colton PAL <br />Boxing Program. A baseball batting cage (donated by a Colton Police officer) can be <br />used by the youth at no cost. Classrooms are needed to provide the Colton Parent and <br />Teen projects. The center will also be used to host Police Explorer meetings, as they <br />currently have no permanent location available. The Colton PAL Youth Director's <br />Council will have a place for training with their ongoing leadership skills. All <br />programs that are scattered throughout the community will be under one roof with <br />this Teen Center. <br />4. City of Colton Public Works Department: "Valley Boulevard Median <br />Improvement Project — Census Tract 70, from 10'b Street to Mt. Vernon <br />Avenue," $383,900. The project will increase the safety of motorists and pedestrians <br />through the installation of curb, gutter, stamped concrete, missing handicap ramps on <br />the sidewalk, and landscaping and irrigation. It will promote economic opportunity <br />by eliminating blight and improving the aesthetics of the area. The proposed project <br />is part of a City of Colton Redevelopment Area. <br />5. City of Colton Public Works Department: "Fairview Avenue and Olive Place Street <br />Improvement Project — Census Tract 70," $174,000. The project will improve <br />surface drainage, pedestrian safety, and motorist safety by installation of missing <br />curb, gutter, sidewalk, handicap ramp, and cross gutter. This project will increase the <br />safety of the residents, especially the school children. It will eliminate blight by <br />improving the surface water drainage system. The proposed project is part of a City <br />of Colton Redevelopment Area. <br />6. City of Colton Economic Development Department: "Acquisition of Real Property <br />for Delhi Sand Fly Mitigation," $471,481. Acquisition of real property for Delhi <br />Sand Fly (DSF) mitigation will allow 375 acres surrounding to Arrowhead Regional <br />Medical Center to develop. It is anticipated that all of the property north of I-10 that <br />falls within the DSF habitat will be developed into a retail power center that will <br />include a housing component. This development will provide employment and <br />housing opportunities for low-income and moderate -income housing, in addition to <br />eliminating blighting conditions that have plagued this area for years. <br />(JEP 11/30/06) <br />
