Based on the entire record before the City Council and all <br />written and oral evidence presented, and the findings made in this Resolution, the City <br />Council hereby finds that the application for the Hard Liquor CUP is inconsistent with the <br />General Plan of the City of Colton because: <br />A. The Application proposes a use that is inconsistent with the intent of <br />the following General Plan objective: <br />1 . General Objective No. 1 of the Land Use Element provides in <br />relevant part that it is a general objective of the City of Colton to: create a land use <br />pattern which provides a safe, harmonious and attractive living environment. (pp. 2-12) <br />a. An over -saturation of establishments offering hard liquor <br />sales for off-site consumption within a single vicinity of the City does not create a land <br />use pattern that promotes a safe, harmonious and attractive living environment. At least <br />three establishments within a few blocks of the Subject Site sell hard liquor for off-site <br />consumption. An over -saturation of establishments selling hard liquor for off-site <br />consumption could lead to an increase in crime, and other negative effects. <br />b. The Subject Site is in close proximity to the La Cadena Drive <br />Historic District, and is located at one of the key entrances to the City. Advertising <br />which <br />is commonly <br />associated with hard liquor <br />sales could have <br />negative aesthetic <br />effects <br />in the area, <br />which would detract from <br />the creation of <br />an attractive living <br />RVPUMHSHANE\724903.1 <br />-4- <br />
