The Subject Site is bound <br />by the railroad and Interstate 10 Freeway on the north, a <br />railroad yard and South Mount Vernon on the east, a Colton <br />Iron and Metal salvage operation facility and vacant land on <br />the south, and railroad yard, flood control channel and City <br />Corporate maintenance yard on the west. All adjacent uses <br />are industrial uses. (See August 24, 2004, Planning <br />Commission Agenda Report, at p. 5.) <br />b. The Applications promote the continued development and <br />operation of a use that provides a needed service to the residents of Colton as <br />well as the surrounding region. <br />Development of a metal shredding facility in close proximity <br />to existing rail lines will provide for the recycling of regional <br />metal supplies including automobile bodies, railcars and <br />consumer appliances. (See Revised DEIR at p. 2-1.) <br />Residents of the City will obtain better pricing for their <br />recyclables. (Testimony of Chuck Siroonian, November 16, <br />2004, public hearing.) <br />C. The Applications develop the City's industrial base and provide <br />jobs for City residents. <br />One of the project objectives is to provide new employment <br />opportunities in the City of Colton in an established <br />Enterprise Zone. (See Revised DEIR at p. 2-1.) <br />The Applications will create approximately 40 new jobs in <br />South Colton. (Testimony of Chuck Siroonian, November <br />16, 2004, public hearing) <br />2. Land Use Element — General Objective No. 2. `To provide a compatible <br />mix and arrangement of land uses and promote future development in a manner <br />consistent with the availability of infrastructure." The Applications are conditioned upon <br />providing all required infrastructure improvements that would permit this use to operate in <br />a manner that is not detrimental to surrounding land uses. (See August 24, 2004, <br />Planning Commission Agenda Report at p. 5; see also Revised DEIR at p. 2-2 through 2- <br />5) <br />Infrastructure improvements required as part of the Applications <br />include, but are not limited to, installation of traffic signal at the <br />intersection of "M" Street and South La Cadena Drive, street <br />improvements, street lighting, landscaping, construction of split <br />block wall, storm water detention system and runoff capture <br />system.
