Land Use Element - Principle C-3 (pp. 2-19) states that the purpose of the <br />M-2 Heavy Industrial Zone is to 'provide for intensive industrial activities foreseen in the <br />region.... The nature of industrial activities under this designation will include heavy <br />manufacturing, distribution, assembly, resource extraction, storage and similar activities <br />not normally compatible in close proximity to residential activities. " <br />a. The primary components of the Applications are for industrial <br />activities described in Principle C-3, specifically, resource extraction and <br />distribution activities. <br />The proposed project is composed of two primary <br />components: (1) the installation and operation of a metal <br />shredding operation as an expansion of a scrap metal <br />recycling facility; and (2) an increase in the volume of <br />transloading on the project site. (See Revised DEIR, at p. <br />2-1.) <br />4. Circulation Element - Goal No. 3 (p. 7). "Separate vehicular traffic <br />associated with commercial, manufacturing and agricultural uses from residential <br />neighborhoods." The Applications propose to amend an existing use in an area that is <br />already substantially separated from residential neighborhoods. Approval of the <br />amendment will not impact traffic within existing residential neighborhoods as mitigation <br />measures have been required to address project impacts. (See August 24, 2004, <br />Planning Commission Agenda Report at p. 7; Revised DEIR at p. 1-8 and Section 5.5 of <br />Revised Final EIR; and City's Mitigation Measures TR -A and TR -B in Response to <br />Comment C -A4. ) <br />Under the existing Conditional Use Permit for the project, <br />applicant -controlled trucks will be required to access the project <br />site via 1-10 and Mount Vernon Avenue only, and are prohibited <br />from using "M" Street, west of the project site, or Mount Vernon <br />Avenue south of "M" Street. <br />Mitigation Measure TR -A will require the installation of a traffic <br />signal at the intersection of La Cadena Drive/M Street. <br />5. Noise Element - General Objective & Principle No. 2 (pp. 5-7). "To <br />achieve and maintain an environment where noise is compatible with human activities <br />interacting with a variety of land uses./ Control noise exposure from future noise <br />generators so the ambient environment will be kept within acceptable limits." Approval <br />of the Applications will not generate significant noise sources as conformance with <br />mitigation measures imposed on the Project will mitigate noise impacts to less than <br />significant levels in compliance with City noise standards. (See August 24, 2004, <br />Planning Commission Agenda Report at pp. 6-7; see also Section 5.3 of the Revised <br />Final EIR and Responses to Comments Re Noise Issues.) <br />Noise reduction measures associated with the Project include <br />insulation of the fluff containment structure for noise dampening. <br />(See Revised DEIR at p. 2-4.) <br />Noise and vibration measurements related to truck and other <br />potential increased traffic associated with the Project found such <br />noise and vibrations to be indiscernible to humans. (See <br />Response to Comments, Appendix A, Rush Engineering, Inc. <br />
