EXHIBIT A'All <br />CITY OF COLTON POLICY <br />FOR <br />MISCELLANEOUS SPECIAL EVENTS AND ALLOCATION OF FACILITIES, PARK <br />SPACE, AND ATHLETIC FIELDS <br />This policy shall apply to all miscellaneous special events held at City of Colton parks, <br />facilities, and athletic fields. Individuals, groups and/or organizations wishing to utilize City <br />park space, facilities, and athletic fields shall hereafter be referred -to as 41 users," or "user <br />groups." <br />A. Special Events <br />1 Users whose use constitutes a Major or Minor Special Event, as defined <br />by Chapter 5.44 of the Colton Municipal Code, shall submit an <br />Application for a Special Event permit, in accordance with the instructions <br />contained therein, to the Administrative Authority. <br />2. Chapter 5.44 of the Colton Municipal Code shall govern the application <br />process for all Major or Minor Special Events. <br />3. This policy will govern all Miscellaneous Special Events as defined in <br />Colton Municipal Code Chapter 5.44. <br />B. Miscellaneous Special Event Permit Application Procedure <br />1 Permit applications for use of City athletic fields shall comply with specific <br />policies and procedures, as set forth in Section G of this Resolution. <br />2 Users wishing to utilize City parks and/or facilities shall submit a permit <br />application to the appropriate department, not less than seven (7) working <br />days prior to the initial date of requested usage. <br />3. If a permit application on its face demonstrates that the applicant wishes to <br />exercise his/her free speech rights, such application shall be filed not less <br />than four (4) working days prior to the initial date of requested usage. <br />4. Colton residents may apply for permits for usage of City parks and/or <br />facilities not more than six (6) months prior to the date of use. Non-residents <br />may apply for such usage not more than four (4) months prior to the date of <br />use. <br />5. Permit applications for the usage of City parks shall be obtained from, and <br />submitted to, the Community Services Department. <br />A-1 <br />RVPUMNSTUBBS\709473.1 <br />
