6. Permit applications for the usage of other City facilities shall be obtained <br />from, and submitted to, the department with direct responsibility for the <br />requested facility. <br />C. Miscellaneous Special Event Permit Issuance or Denial <br />Issuance, conditional approval or denial of all applications for use of City <br />facilities shall be made by the Department Head of the department with <br />jurisdiction over said park or facility, as described in Section B(6), or <br />his/her designee, within five (5) working days after the filing of the permit <br />application. If a permit application on its face demonstrates that the <br />applicant wishes to exercise his or her free speech rights, as defined in <br />Chapter 5.44 of the Colton Municipal code, the Department Head or <br />his/her designee shall issue, conditionally approve or deny the permit <br />application within three (3) working days after the filing of the permit <br />application and shall notify the applicant of the action taken. <br />2. Issuance, conditional approval or denial of applications for usage of City <br />parks shall be made by the Community Services Director. <br />3. Applications shall be considered in the order received (first come — first <br />served). Applications with incomplete or missing information shall not be <br />considered " received 1) until said incomplete or missing information is <br />provided by the applicant. <br />4. Staff shall respond to the applicant within five (5) working days after the <br />filing of the permit application, as to the disposition of the application, as <br />well as any additional requests, and applicable conditions, requirements <br />and/or fees associated with the application <br />5. If fees and/or other conditions are required from the applicant, staff shall <br />attach and communicate a due date for these fees to be submitted, or <br />conditions to be met. <br />6. Failure of the applicant to submit any fees or meet any conditions as set <br />forth in accordance with this section, may result in the cancellation of said <br />application, and any associated permit and/or reservation, without notice. <br />7. Upon final approval of any application, applicant shall comply with any <br />and all conditions and/or procedures as set forth by the administering <br />department. Failure to do so may result in the cancellation of said usage <br />and permit, without refund. The administering department may use the <br />permit conditions set forth in Colton Municipal Code Section 5.44.080 as <br />a guide for establishing application conditions. <br />D. Fees <br />1 Permit application fees for miscellaneous special event permits shall be <br />established by City Council resolution and are non-refundable. <br />2.
