R-21-07 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />DECLARING SUPPORT FOR THE 1-10 COALITION THAT INCLUDES THE <br />CITY OF COLTON, CITY OF RIALTO, CITY OF FONTANA AND COUNTY <br />OF SAN BERNARDINO TO IMPROVE INTERSTATE 10 AND CRITICAL <br />INTERCHANGES ALONG THE FREEWAY CORRIDOR IN THE COUNTY <br />OF SAN BERNARDINO AND TO COMMITT TO WORK <br />COLLABORATIVELY WITH THESE COMMUNITIES TO SECURE <br />FUNDING. <br />WHEREAS, the 1-10 Coalition is a combined and concerted effort by the City of <br />Colton, City of Rialto, City of Fontana, and County of San Bernardino to improve Interstate 10 <br />and critical interchanges along the freeway corridor in the County of San Bernardino; and <br />WHEREAS, persistent traffic congestion on Interstate 10 exacerbates hazardous <br />vehicle emissions that endanger the lives and welfare of tens of thousands of residents; and <br />WHEREAS, Interstate 10 is recognized as a major "Goods Movement Corridor" linking <br />the Ports of Los Angeles to the rest of the Country; and <br />WHEREAS, the Coalition agrees numerous out -dated and insufficient freeway <br />interchanges along the 1-10 corridor at Cherry Avenue, Citrus Avenue, Cedar Avenue, <br />Riverside Avenue, Pepper Avenue, Rancho Avenue, La Cadena Avenue, Mt. Vernon/Sperry <br />Drive, and others contribute greatly to freeway congestion and create traffic problems on local <br />roads; and <br />WHEREAS, the Coalition supports the construction of High Occupancy Vehicle (HOV) <br />lanes and auxiliary lanes along the 1-10 corridor to improve travel times and facilitate the flow <br />of traffic; and <br />WHEREAS, the Coalition seeks to secure initial funding from the Corridor Mobility <br />Improvement Account (CMIA) for the Cherry Avenue, Riverside Avenue and Citrus Avenue <br />interchange projects, as stated in the project list provided by San Bernardino Associated <br />
