3.0 USER PROV/DED INFORMATION . <br />The users of this Phase I ESA are identified in Section 1.7. <br />3.1 Title Records <br />Title reports were not provided for each of the four parcels. As the Site is currently and <br />historically undeveloped, title reports would not provide information as to the <br />environmental history of the property. <br />3.2 Environmental Liens or Activity and Use Limitations <br />Evidence of environment liens, activity or land use limitations were not identified. <br />3.3 Specialized Knowledge <br />Specialized knowledge was not identified. <br />3.4 Valuation Reduction for Environmental Issues <br />Evidence of valuation reduction for environmental issues was not identified. <br />3.5 Reasons for Performing Draft Phase I ESA <br />It is assumed that one purpose of this Phase I ESA is to provide appropriate inquiry into <br />the previous ownership and use of the Site so that the Client may qualify for the "Bona <br />Fides Prospective Purchasers defense" under CERCLA.
