EXECUTIVE SUMMARY <br />This Phase 1 Environmental Site Assessment (ESA) of the 160 -acre Colton Farm Property <br />(Site) (Figure 1) was performed in accordance with a proposal by ENV America <br />Incorporated (ENV America), dated March 22, 2004, and authorized by Vulcan Materials <br />Company, Wester Division (Client). The purpose this Phase I ESA was to identify, to <br />the. extent feasible, recognized environmental conditions in 'connection with the <br />property, pursuant to the processes prescribed in the American Society for Testing and <br />Materials (ASTM)designation E 1527-00. The Site is currentlyundevelopedfarm <br />property surrounded by a barbed wire fence. A small, corrugated, metal` shed is the only <br />structure present onsite. CalMat Land Company currently owns the property. <br />The immediate Site vicinity consists of industrial and commercial areas. The surrounding <br />area consists of industrial and commercial areas with residential development to the <br />northwest of the intersection of Sycamore Avenue and Slover Avenue. Interstate 10 and <br />a railroad right-of-way lie to the north. Surrounding developments include a VW TP; a <br />concrete and asphalt plant; automobile wrecking facility; a trucking company; a pallet <br />storage company to the south; fuel terminals to the west and northwest of the Site; <br />undeveloped land to the north of the Site; a rail terminal to the northeast of the Site; and, <br />a concrete plant to the east of the Site. A City -owned electrical substation is present <br />along the eastern boundary of the Site. <br />The scope of work conducted as part of this Phase I ESA included a reconnaissance - <br />level visit to the Site for potential evidence of the release(s) of hazardous materials and <br />petroleum products; and to assess the potential for onsite releases of hazardous <br />materials and petroleum products, a records review, interviews, and preparation of this <br />report presenting findings and conclusions. <br />This assessment has revealed no evidence of recognized environmental conditions in <br />connection with the property, except for the following: <br />• Potential migration of impacted groundwater beneath the western portion of the <br />Site from the adjacent CAL-NEV property, located to the west and north of the <br />western portion of the Site.
