AGUILERA, Director <br />Community Development Department <br />SUBJECT: BII) AWARD <br />Date: july 27 1988 <br />BACKGROUND <br />Pressure for development in Reche Canyon has been increasing every <br />year. New development proposals in the canyon have been extremely <br />controversial as developers who are eager to build on their land clash <br />with long time canyon residents who seem to prefer a more rural, <br />underdeveloped environment. <br />The city, in reviewing such proposals, has taken a wide interpretation <br />of its development standards, in order to allow new development while, <br />at the same time, accommodating the concerns of existing residents. <br />A good example of this has been the use of density transfers which <br />has allowed developers to increase the density of their project in return <br />for no development of the canyon's valuable hillside landscape. <br />In order to protect the canyon, provide more uniform development, <br />and serve the residents of the area, the City Council last year directed <br />planning staff to, initiate the process of preparing a Specific. Plan for <br />Reche Canyon. <br />A Specific Plan for Reche Canyon will create an opportunity for the <br />City to work directly with the land owners, residents, and developers <br />in the; canyon to plan for the special needs of the canyon. The Specific <br />Plan will take the place of the city's standard zoning ordinance and <br />provide more specialized planning in. the canyon. <br />Uniform standards for development can be agreed upon and long <br />standing issues, such as the canyons' character, parks, trails and open <br />space: considerations, traffic circulation, infrastructure, and the <br />property density can be decidedupon. Also, a full Environmental <br />Review will be undertaken as part of the Specific Plan. <br />In March of 1988, Planning Staff prepared a Request for Proposal to <br />hire a professional planning and engineering firm to work with the <br />city ,to create the Reche Canyon Specific Plan.
