ORDER OF PROCEDURE <br />CITY OF COLTON <br />COMMUNITY FACILITIES DISTRICT NO. 89-1 <br />(PACIFIC SUMMIT) <br />PAGE TWO <br />MAYOR: REQUEST THAT EACH PERSON WHO SPEAKS GIVE HIS NAME AND ADDRESS, AND <br />STATE WHETHER HE IS A PROPERTY OWNER OR A REGISTERED VOTER. <br />First, ask to hear from those who have filed written protests <br />against the proceedings. <br />Next, ask to hear from anyone else who wishes to protest against: <br />A. The establishment of the District; <br />B. The extent of the District; <br />C. The types of public facilities and services; <br />D. The rate and method of apportionment of the special tax; <br />E. The necessity to incur the bonded indebtedness. <br />Then, ask for those who wish to speak in favor of the proceedings. <br />STAFF: Final presentation of protest count by registered voters and/ or <br />property owners. <br />CITY COUNCIL: Discussion on proceedings and explanation of alternates available. <br />STAFF: Formal presentation of proposed changes and/or modifications to the <br />"COMMUNITY FACILITIES DISTRICT REPORT", if any. <br />MAYOR: Declare the public hearings CLOSED. <br />IF THE LEGISLATIVE BODY WISHES TO PROCEED: <br />CITY COUNCIL: Adopt RESOLUTION ORDERING CHANGES AND MODIFICATIONS (IF NEEDED): <br />This Resolution will incorporate any changes and modifications <br />ordered from the previously approved Resolution of Intention. <br />RESOLUTION NO. R-96-89. <br />CITY COUNCIL: Adopt RESOLUTION MAKING PRELIMINARY FINDINGS AND PASSING UPON <br />PROTESTS: Makes the determination regarding the protests and preli- <br />minary findings. RESOLUTION NO. R-97-89. <br />CITY COUNCIL: Adopt RESOLUTION DECLARING AND ESTABLISHING FORMATION OF DISTRICT <br />AND AUTHORIZING LEVY OF SPECIAL TAX: Formal action establishing <br />the District and authorizing the levy of the special tax. RESOLUTION <br />NO. R-98-89. <br />CITY COUNCIL: Adopt RESOLUTION DECLARING NECESSITY TO INCUR BONDED INDEBTEDNESS, <br />SUBMITTING PROPOSITION TO VOTERS, AND ESTABLISHING PROCEDURES AND <br />CONDITIONS FOR CONDUCT OF ELECTION: Formal action authorizing the <br />issuance of bonds and establishing election procedures.
