Resolution No. R,-146-89 <br />A. RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, APPROVING <br />PARTICIPATION WITH SAN BERNARDINO COUNTY <br />FOR THE PREPARATION OF A REGIONAL AIR <br />QUALITY ELEMENT FOR THE PURPOSE OF <br />IMPROVING AIR QUALITY WITHIN SAN <br />BERNARDINO COUNTY. <br />BE IT RESOLVED by the City Council of the City of <br />Colton as follows: <br />WHEREAS, the City of Colton, San Bernardino County, <br />9 California, is within the jurisdiction of the South Coast Air <br />10, Quality Management District (SCAQMD), the agency responsible for <br />11 monitoring and reducing air pollution for the South Coast Air <br />12 Basin. <br />13 WHEREAS, the SCAQMD has adopted a 1989 revised Air <br />14 Quality Management Plan (AQMP) for the purpose of setting forth <br />15 a comprehensive control program that will lead the South Coast <br />16 Air Basin into compliance with all Federal and State air quality <br />17 standards including the Federal Clean Air Act. <br />18 WHEREAS, the AQMP has proposed that cities and <br />19 counties within the South Coast Air Basin adopt air quality <br />elements as part of their general plans. <br />,WHEREAS, the preparation of an Air Quality Element is <br />desirable to provide for the safety and welfare of the community <br />by promoting physical development and economic growth that is <br />compatible with regional air quality standards. <br />WHEREAS, a regional approach and cooperative effort <br />with San Bernardino County, SANBAG, and other San Bernardino ii <br />County <br />cities; within <br />the <br />South Coast <br />Air Basin <br />will greatly <br />improve <br />the efficacy <br />of the <br />policies and <br />strategies <br />in achieving <br />
