Hutton <br />Director of Public Works <br />City of Colton <br />650 North La Cadena Drive <br />Colton, California 92324 <br />Reference: Reche Canyon Detention Basin - Tract 12204 - <br />City of Colton <br />Dear John: <br />I am sending this letter in response to our telephone <br />conversation yesterday wherein we discussed the items in <br />Glenn Wilson's fax transmittal to me dated July 23, 1989. <br />The three items you and Glenn had discussed that I in <br />turn discussed with you are the reasonableness of the <br />detention basin plans, the future landscaping of the <br />basin, and the annexation of the basin into the Colton <br />Landscape Maintenance District. I would like to address <br />each of these items individually and provide you with the <br />statement you need. <br />1. The Loma Linda City Engineer's office has reviewed <br />the plans prepared by C. P. Lange and they do appear <br />to be satisfactory. <br />2. When the projects that are apparently going to be <br />developed by First Family Homes upstream of the basin <br />are submitted for review and conditional approval by <br />staff, I will recommend that substantial landscaping <br />improvements are installed to mitigate the bare uti- <br />litarian aspect of the detention basin. I believe <br />this would be to both Colton's and Loma Linda's bene- <br />fit to have a nicely landscaped periphery on the <br />basin. <br />3. I believe that if this basin were annexed into the <br />Colton Landscape Maintenance District immediately it <br />would be extremely beneficial regarding the long term <br />maintenance aspects for the landscaping. I would <br />recommend that the City Council adopt a resolution <br />providing the City of Colton with the jurisdiction to <br />annex this property into your district and subse- <br />quently assess the property for landscaping benefits. <br />Sister City—Manipal, Karnataka, India <br />
