Hutton Director of Public Works City of Colton 650 North La Cadena Drive Colton, California 92324 Reference: Reche Canyon Detention Basin - Tract 12204 - City of Colton Dear John: I am sending this letter in response to our telephone conversation yesterday wherein we discussed the items in Glenn Wilson's fax transmittal to me dated July 23, 1989. The three items you and Glenn had discussed that I in turn discussed with you are the reasonableness of the detention basin plans, the future landscaping of the basin, and the annexation of the basin into the Colton Landscape Maintenance District. I would like to address each of these items individually and provide you with the statement you need. 1. The Loma Linda City Engineer's office has reviewed the plans prepared by C. P. Lange and they do appear to be satisfactory. 2. When the projects that are apparently going to be developed by First Family Homes upstream of the basin are submitted for review and conditional approval by staff, I will recommend that substantial landscaping improvements are installed to mitigate the bare uti- litarian aspect of the detention basin. I believe this would be to both Colton's and Loma Linda's bene- fit to have a nicely landscaped periphery on the basin. 3. I believe that if this basin were annexed into the Colton Landscape Maintenance District immediately it would be extremely beneficial regarding the long term maintenance aspects for the landscaping. I would recommend that the City Council adopt a resolution providing the City of Colton with the jurisdiction to annex this property into your district and subse- quently assess the property for landscaping benefits.
