1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />SOURCE REDUCTION AND RECYCLING PLANNING AGREEMENT <br />■-- Z97FMIM1111914 <br />This Aqreement is made and entered into as of the date set out <br />below by and between the cities of COLTON, FONTANA, GRAND TERRACE, <br />HIGHLAND, LOMA LINDA, REDLANDS, RIALTO, SAN BERNARDINO, YUCAIPA, <br />and the COUNTY OF SAN BERNARDINO, hereafter referred to as "par- <br />ties", all of whom shall be signatories to this Agreement. <br />Recitals <br />WHEREAS the California Integrated Waste Management Act of <br />1989 (A8 939), as amended, requires all Cities and Counties to <br />prepare and implement Source Reduction and Recycling Elements of <br />an Integrated Waste Management Plan; and <br />WHEREAS, the Cities of the East San Bernardino Valley togeth- <br />er with the County of San Bernardino, share a common interest in <br />the sound, environmentally safe collection and disposal of solid <br />waste materials in the East Valley area; and <br />WHEREAS, the necessary studies and analyses required to <br />prepare the individual local agency plans for compliance with <br />Assembly Bill 939 can be performed more efficiently on a regional <br />basis, resulting in better coordinated planning and a lesser cost <br />to each of the parties involved; and <br />1 <br />
