One of these pieces of legislation, Assembly <br />Bill No. 1791, mandates the annual development, adoption, and <br />implementation of countywide Congestion Management Plans (CMPs). <br />To complete this requirement, a Congestion Management Agency must <br />be designated. The legislation states, "The program shall be <br />developed in consultation with, and with the cooperation of, the <br />regional transportation planning agency, regional transportation <br />providers, local governments, the department, and the air pollution <br />control district or the air quality management district, either by <br />the county transportation commission, or by another public agency, <br />as designated by resolutions adopted by the County Board of <br />Supervisors and the city councils of a majority of the cities <br />representing a majority of the population in the incorporated <br />portion of the county". <br />The SANBAG Board, at its July 11, 1990 Board meeting, authorized <br />the distribution of a sample resolution designating San Bernardino <br />Associated Governments (SANBAG) as the Congestion Management Agency <br />for the San Bernardino County area to San Bernardino County and its <br />incorporated cites for action.
