shall amend the Development Code (Zoning Ordinance) to A) 01 <br />require new businesses to submit detailed information regard- <br />ing the amounts and types of hazardous materials used and <br />generated, the procedures implemented to manage the hazardous <br />substances, and emergency procedures employed; B) require new <br />or modified businesses to complete a business plan, waste <br />minimization plan, and, if applicable, a Risk Management and <br />Prevention Program prior to final approval of a land use <br />permit. <br />In addition, because certain quantities of hazardous materi- <br />als could pose a threat to the public health and safety and <br />the environment, the DEHS shall amend the Development Code <br />(zoning ordinance) to require a conditional use permit for <br />all businesses or governmental facilities handling hazardous <br />materials in excess of 55 gallons, 500 pounds, or 200 cubic <br />feet. <br />VII. HOUSEHOLD HAZARDOUS WASTE <br />A. Policies and Actions <br />Recent studies at municipal landfills have shown evidence of <br />contamination from hazardous wastes, therefore, the DEHS <br />shall establish a strong enforcement program to prevent <br />disposal of household hazardous waste in municipal refuse <br />facilities. In addition, the DEHS shall develop household <br />hazardous waste diversion programs at all facilities where <br />waste is handled, to properly manage these wastes. Whenever <br />Possible, collection centers will be established at appropri- <br />ate facilities with public access. <br />The capacity at collection centers are unable to accommodate <br />the needs of the entire County and the diversion program will <br />add to the amount of hazardous wastes requiring special <br />management, therefore, the DEHS shall address the County's <br />needs in effectively managing household hazardous waste by <br />establishing a larger transfer and processing facility. <br />VIII. TRANSPORTATION <br />A. Policies and Action <br />Although Federal and State agencies are responsible for the <br />development and enforcement of transportation regulations. <br />the local jurisdiction can have a role in the transportation <br />Of hazardous material/waste in the County. The County shall <br />establish a task force whose purpose is to develop proposals <br />for specifying routes for hazardous waste transport, <br />identifying limitations for scheduling times of day and days <br />of the week, types of waste that can be transported, and the <br />need for notification requirements. <br />Given that specified hazardous waste facilities must have <br />access to safe transportation routes, the County shall rs- <br />7 <br />
