C. Above Ground Storace Reouirements I <br />Less attention has been paid to the storage of hazardous <br />substances in above ground tanks and containers. Thus, County <br />Ordinances do not include standards for this equally threat- <br />ening situation. The CHWMP shall do the following: A) revise <br />Division 3 of the Uniform Environmental Health Code to estab- <br />lish above ground storage standards for hazardous materials; <br />B) establish a system for identifying all handlers of hazard- <br />ous substances; c) review periodically each business regis- <br />tered in the hazardous material handler program to verify the <br />inventory on file. <br />V. REGULATORY PROGRAM FOR GENERATORS <br />A. Policies and Actions <br />In 1983, the DEHS agreed with the State to monitor all busi- <br />nesses who generate or produce hazardous waste within the <br />County to ensure they comply with all state laws and regula- <br />tions pertaining to the generation and management of hazard- <br />ous waste. Because not all waste generators have been iden- <br />tified in this County through current permit requirements, <br />the DEHS shall continue its efforts to identify hazardous <br />waste generators by using field surveys and instituting <br />cooperative efforts with fire agencies to exchange informa- <br />tion. <br />Currently, San Bernardino County does not require a business <br />license of firms operating in the unincorporated areas. <br />Because of consistent method of identifying businesses that <br />use and gene -ate hazardous substances must be in place, the <br />DEHq -('all use a business license and its annual renewal to <br />determine whether businesses handle hazardous substances. <br />Many hazardous waste generators are not aware of local. <br />State. ana Federal requirements, therefore, providing infor- <br />mation about these requirements could ensure compliance with <br />regulations. The DEHS shall continue a strong emphasis on <br />educational assistance in its hazardous waste compliance <br />program to generators. <br />VI. LAND USE REQUIREMENTS FOR HAZARDOUS WASTE GENERATORS <br />AND HAZARDOUS MATERIALS HANDLERS. <br />A. Polices and Action <br />While land use or zoning regulations provide a mechanism for <br />siting industrial and commercial development, the use of <br />hazardous substances by existing businesses may not be con- <br />sidered when changes to land use or zoning are adopted or <br />residential development is approved. Because information <br />regarding the amounts and types of hazardous materials used <br />and generated are important factors to consider when siting <br />new development or reviewing existing businesses, the DEHS <br />6 <br />
