CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of February 20, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works <br />SUBJECT: Approval of Jacks Disposal Service for Disposal <br />Transfer Site on Agua Mansa <br />Date: February 15, 1990 <br />Jacks Disposal Service, a City franchise refuse hauler, is proposing as an extra service <br />to the City at no charge. This service encmpasses the following: <br />Two roll off 40 cubic yard refuse bins. These bins would be <br />utilized by Colton residents as a supplemental service, providing <br />a deposit site within the community with the intent of decreasing <br />the amount of illegal dumping. All items accepted at the County <br />landfills would be accepted at the deposit site. The cost would <br />be the same cost to the resident as it would be at the County <br />landfills to pay for operational costs to the City. <br />As Council is aware, since the closure of the Colton landfill to residential.dumping <br />the amount of illegal dumping has increased tremendously, and since the Sanitation <br />Division does not have roll off bin service, this proposal could become a valuable <br />additional service to the Colton residents. <br />Staff is proposing that the service be accepted by Council for Colton residents only <br />and that the following be enacted: <br />1. Roll off bins to be located at the Agua Mansa site by Jacks <br />Disposal Service. <br />2. The site would be open on weekends for Colton residents for <br />disposal of non-comnnerical refuse (i.e., no hazardous or <br />toxic materials, no tires or commercial loads (trucks over <br />3/4 tons or trailers). Materials that can be accepted would <br />include lawn and tree trimmings, discarded furniture and <br />appliances and normal household refuse. <br />3.
