CITY OF COLTON_. <br />AGENDA REPORT tCONTINUED) <br />FOR COUNCIL MEETING OF February 20, 1990 <br />SUBJECT: Approval of Jacks Disposal Service for Disposal Transfer Site <br />on Agua Mansa <br />4. All loads would be dispensed into the contained <br />40 cubic yard bins by the resident and compressed back <br />by the weekend workers for the next load. <br />5. The service would be available to local residents only. <br />All residents will be required to show a utility service <br />bill and pay a cost of $5 per load. This cost is sub- <br />stantially less than the current landfill cost which is <br />$10 per load. <br />6. Fees collected would be by money order or cashier's check <br />only made out to the City of Colton, thus reducing any <br />liability due to handling cash or processing checks. <br />7. All fees collected would be held in a locked cash box by <br />the supervising City employee and turned into Finance the <br />next regular working day for processing. <br />Staff has reviewed both the pros and cons of such a proposal and concludes that the <br />residents of Colton would receive a benefit from such a program. Also, this program <br />could possibly be expanded in the future to include recyclable materials. The cost <br />would be minimal to operate with no bin rental fees, dump charges and utilization of <br />weekend workers while providing a valuable service to the community and possibly <br />reducing the amount of illegal dumping which would in turn help beautify the community. <br />Staff would recommend that the following conditions be set for approval of the disposal <br />site: <br />1. A trial program be implemented up to 6 months. <br />2. The program be re-evaluated at the end of the trial period <br />for cost benefit ratio, and if the program is beneficial and <br />financially sound it should be expanded. <br />3.
