ANALYSIS: <br />General Plan Consistency <br />The proposed zone change from RE to R-1 also requires an amendment to the <br />General Plan which will bring the proposed land use into conformance with the <br />area's current development <br />The proposed amendment of the site will result in the increase of approximate- <br />ly 38 additional parcels. Therefore, in Staff's opinion, the proposed amend- <br />ment does not pose a substantial alteration of the present or planned land use <br />in the area. However, by amending the General Plan designation of the <br />proposed project, it brings the project into conformance with the surrounding <br />area. <br />Zoning Consistency <br />The existing zoning designation of the proposed project area is RE. This <br />designation allows two lots per acre. The proposed request to R-1 would <br />allow residential development of 7,200 -square foot lots. <br />The 28 acre site in question is surrounded by R-1 land use development. <br />Therefore, in Staff's opinion, the proposed change of zone, if granted, would <br />bring the zoning designation into consistency with the existing and surround- <br />ing land uses. <br />It should be noted that west of the proposed site exists approximately five <br />single-family homes developed on one -acre RE lots. These lots are viewed by <br />Staff as being "out of place' in an urban environment and therefore are not <br />given consideration in this report. <br />Compatibility to Surrounding Uses <br />The area north of the proposed project is zoned R-1. Although presently <br />vacant, when developed will reflect a 113 lot subdivision with 7,200 -square <br />foot lots. The area west of the proposal is also zoned R-1, with two approved <br />tracts totalling 257 proposed residential lots, also 7,200 -square feet in size <br />each. The area east of the proposed project is bound by railroad tracks. How- <br />ever, beyond the tracks is a single-family residential development of ap- <br />proximately 200 + homes on 7,200 -square foot lots. The area south of the <br />proposed project is witnessed by Hermosa Cemetery.
