CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of MARCH 6, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: RICH HOLMER, HUMAN SERVICES DIRECTORP+� <br />I <br />SUBJECT: APPROVAL OF RESOLUTION AND A JOINT VENTURE Date: FEBRUARY 28, 199 <br />AGREEMENT WITH LOS PADRINOS OF SOUTHERN CALIFORNIA, <br />INC. TO SUBMIT A GRANT PROPOSAL TO THE CALIFORNIA YOUTH <br />AUTHORITY FOR THE CONSTRUCTION OF A YOUTH CENTER <br />In 1988 the California Electorate, for the first time, approved a twenty- <br />five million dollar bond issue for the construction, acquisition, or <br />renovation of youth centers and youth shelters, and to purchase equipment <br />for such facilities up to a limit of one million dollars per grant, for a <br />total of not more than 25 million dollars. The California Department of <br />the Youth Authority has recently issued Requests for Proposals for these <br />monies. Acquisition of these funds would allow the City to construct a <br />regional youth service center. <br />To strengthen our proposal, staff determined that a joint venture between <br />the City of Colton and Los Padrinos of Southern California, Inc. would <br />offer a comprehensive and innovative array of programs and services <br />available to youth and their families. Although the City's focus would <br />remain with the youth of Colton, Los Padrinos serves a wider area and, <br />therefore, developing a regional youth center would be looked upon <br />favorably by the funding agency. <br />The City is requesting $1 million for the construction and furnishing of a <br />approximate 15,000 square foot facility to be located at the City's <br />Westside Park. Programs and services that would emanate from this center <br />would include counseling and administrative offices of Los Padrinos of <br />Southern California, Inc., recreational programs, after school childcare, <br />delinquency prevention, drug abuse and suicide prevention, gang <br />intervention, resource and referral, youth employment, health and fitness <br />activities, cultural arts, and runaway assistance. <br />A match of 25% is required by the State as part of the grant proposal. <br />Eligible match costs include architectural programming and design, current <br />market value of a site already owned by the application, and management an, <br />administrative costs up to 4% of the total project. Staff has determined <br />that the City presently has eligible matching funds to meet the match <br />requirements for the grant proposal. <br />Attachments: <br />Resolution <br />�oint Venture Agreement Item No. <br />age 1 of -2— <br />
