KmEGEQ WORPORATED • ENGINEERING CONSULTANTS
3602 univefsiry Av • Riverside, CA 91501 • Tel 714.684-6900 • Fox 714.369.5026
April 11, 1990 1 312.23.1
Jr lhn C. Hutton. Public l orks Director
City of Colton
650 NOL tiI La Cadena Drive
,;olton, California 92324
Subject: 1.0 MCD Secondary Wastewater Treatment Plant Expansion
Revised Engineering Costs
M;y Purchase Order No. 21882
Dear 111r. liuttolt:
As discussed with Terry Lyons, costs to provide engineering services for
subject project have exceeded the $170,538.70 authorized by subject
purchase order. Accordingly, we request that the City increase the
&Mouizt authorized for engineering services.
Costs to provide engineering services are greater than we previously
estimeat.ed due to the need to provide full-time inspection services
(verses half-time inspection services), the need to provide inspection
services over an 11. month construction period (verses 8 months), and an
apparent misunderstanding in the preparation of City Change Order No. 2
to subject purchase order for engineering services: The additional
costs are summarized in attacheci table and described below:
1. Althuugh we had hoped that it would be possible to provide half-
time inspection and engineering supervision during construction of
subject traattment facilities, it is apparent that we were too
optimistic:. Due to the complexity of the construction and tight
schedule, the Contractor has had several crews working
simultaneously. Accordingly, to prevent construction delays,
full-time field inspection and engineering supervision has been
required, tie estimate additional engineering costs for full-time
inspection to be $40,000 (additional $5,000 per month for
September 1989 through April 1990).
2. Ve originally estimated that treatment plantconstruction would be
culnpleted by April 1990 (8 months). Due to construction delays
required to &CeOmmOdate preliminary site work stipulated in the
City's agreement to acquire the Coehlo property (1 month) and
unai'iticipated impediments to scheduled material deliveries (2
months), we cur):ently estimate that completion of construction may
be delayed up to 3 months to the @Iid of July 1990. Accordingly,
we estimate costs for additional full-time inspection of $30,000
(additional $10,000 per month for May 1990 through July 1?90).
