CONNOLLY, CHIEF OF POLICE <br />FROM: <br />SUBJECT: REPLACEMENT OF POLICE RADIO SYSTEM Date: 10-18-90 <br />BACKGROUND <br />The Colton Police Department provides a vital service to its <br />community: the protection to life and property. The Police <br />Department desires to accomplish this effort through the most <br />reliable and expedient communication systems, thereby accomplishing <br />excellent public services and avoid or reduce inherent civil <br />liabilities. To meet this goal, the communications hardware, <br />including the radio console, transmitter and antenna system must be <br />replaced. <br />STATEMENT OF THE PROBLEM <br />The present radio console, a Motorola system, was installed in the <br />Colton Police Department in 1975. This system is used 24 hours a <br />day, 7 days a week. The transmit and receive modules and replacement <br />parts are no longer available. Although State -of -the -Art in 1974, <br />the present radio utilizes mechanical switches and relays. These <br />devices are prone to failure. Between January, 1989, and October, <br />1990, the police radio transmitters, consoles, and antenna system <br />went out of service in excess of 44 times, each requiring repairs by <br />radio technicians. Although the down time, often in excess of <br />several hours, affects the efficiency of the police department, the <br />safety of our officers and the citizens is most seriously <br />jeopardized.
