CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of November 20, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: PAUL J. CONNOLLY, CHIEF OF POLICE 00. <br />SUBJECT: Date <br />CONVERT PART-TIME POLICE DISPATCHERS, 11-7-90 <br />POLICE SERVICES CLERKS TO FULL-TIME POSITIONS <br />In 1989, the Colton Police Department had a 29% increase for police <br />services. During the first nine months of 1990, the police <br />department had an additional 38% increase. Felony arrests have <br />increased 44%.. Clerical and dispatch positions have not been added <br />to support the additional sworn positions filled by the City. <br />STATEMENT QF THE PROBLEM <br />Because the police department has been operating with minimum staff, <br />it is required to schedule weekly overtime to meet the needs of the <br />Records and Dispatch Divisions. The Services personnel have worked <br />6.82 hours of overtime this fiscal year. Reports for public request, <br />such as traffic collisions, burglary reports, etc., are backlogged up <br />to four weeks. It is not uncommon to have all seven business lines <br />ring simultaneously and ten to twelve citizens waiting at the front <br />counter for service. <br />The police department has two part-time dispatchers and two part-time <br />police clerks. We have been forced to schedule these employees 40 <br />hours per week, and at times assign overtime. These persons are not <br />receiving the mandated training to fill the job description which <br />increases a civil liability to the City of Colton. <br />ALTERNATIVES <br />The police department would be forced to continue operating in the <br />Services Division by using the services of temporary agencies. <br />Attachments: <br />Cilril�aINA,I. <br />Page 1 of --2— s L t _. t o.— <br />
