CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />October 2, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian <br />SUBJECT: AUTHORIZATION TO SOLICIT FORMAL BIDS FOR Date: 9/20/90 <br />A STATE FUNDED COMPUTER CIRCULATION SYSTEM <br />FOR THE COLTON PUBLIC LIBRARY <br />BACKGROUND <br />The Colton Public Library estimates it is presently losing over <br />$35,000 per .year in unreturned books and other materials. The. <br />present manual circulation system, which dates back to 1906, is too <br />time consuming, costly, and antiquated to adequately trace lost, <br />stolen, or unreturned library property. After installation of a <br />computer system, national library studies report an 85% better <br />return rate within one .year, as well as a greatly enhanced fiscal <br />image in the community. In 1989, the Library Board of Trustees, <br />utilizing State grant funds, selected RMG Consultants, Inc. to <br />review the disfunctioning Colton Public Library circulation system <br />and to make recommendations as to how the Library could stop the <br />dramatic loss bf materials. The consultant's "Plans and <br />Recommendation Report" emphatically states that the only solution <br />is for the library to acquire a computer circulation system. The <br />report also includes price quotations from five library computer <br />vendors. <br />STATEMENT OF THE PROBLEM <br />Nearly all public libraries were computerized 5 to 15 .years ago. <br />In fact, the only other public library in San Bernardino, <br />Riverside, Orange, or Los Angeles counties without a computer <br />system is the small Banning Library. The Colton Public Library <br />Board of Trustees and the staff of the Colton Public Library are <br />united in their belief that the antiquated 1906 manual system <br />underserves the residents of the community and should be replaced <br />by a computer circulation system. <br />ALTERNATIVES <br />Without a computer circulation system, the library will continue to <br />lose over $35,000 per .year in unreturned books and other materials. <br />FINANCIAL IMPACT <br />None. <br />sign <br />State Grant Funded.
