Aguilera, Director <br />Community Development E <br />SUBJECT: Vehicle Abatement Ordinance and Contract <br />71k <br />BACKGROUND: <br />On 18 July 1990, Ms. Clark of the County Environmental Health Agen- <br />cy made a presentation before the City Manager and Department <br />Directors. The County has been operating this vehicle abatement pro- <br />gram for over one year very successfully. Upland, Highland, <br />Yucaipa, Big Bear Lake, Grand Terrace and Adelanto have already Q <br />contracted with the county for the service. Ms. Clark indicated to <br />the group that she would like the City of Colton to join the County's <br />program. Ms. Clark has presented a contract and ordinance for our <br />approval. R <br />STATEMENT OF PROBLEM: <br />The county estimates there are 20,000 to 30,000 abandoned cars <br />county wide. Colton's proportionate share has not been quantified, <br />however staff estimates our problem is probably in the range of <br />1,500 to 2,000 cars. Our Code Enforcement Officer and the Police <br />Department are both heavily involved in the abatement process with P <br />problem vehicles. <br />ALTERNATIVES: <br />1. The City can continue to operate its own vehicle abatement <br />program. I estimate the cost in City manhours to be twice the <br />cost of the County program. Also we currently do not have an <br />ordinance which allows us to abate all problem vehicles. <br />2.
