This <br />alternative, however ignores reality, since we will continue to <br />receive complaints on abandoned and other problem vehicles. <br />FINANCIAL IMPACT <br />Contracting with the County will require no expenditures of funds. <br />The County operates on a portion of the money being paid by Colton <br />through the County Refuse Disposal Site Tipping fees. The County <br />also recovers costs through scrap metal sales and liens on property <br />and vehicle owners. E <br />The city would realize a savings in man hours amounting to an es- <br />timated 50 man hours per month. <br />If we do not contract with the County we continue to pay for the pro- <br />gram through tipping fees and, yet, we will not realize any benefit for <br />our money. <br />ENVIRONMENTAL IMPACT: <br />A positive impact will be created by the programs. The abatement A <br />will assist us in meeting the requirements of Senate Bill 939. This <br />program will also "clean up" the City and positively affect the City's <br />image. <br />DESCRIPTION OF PROCESS R <br />If we contract with the County to assist us in vehicle abatement we <br />can expect our personnel to be involved as follows: E <br />• a complaint Is received <br />• our Code Enforcement Officer field inspects the complaints to <br />verify validity and vehicle I.D. numbers <br />• a request is sent to the County to abate the vehicle <br />O <br />• the County searches DMV records and property owner records <br />• the County within 2 days sends notices to the property owner <br />and the vehicle owner giving them 10 days to abate or appeal R <br />• if no appeal is requested the Code Enforcement Officer <br />reinspects site after 10th day <br />T <br />2 <br />
