La Cadena Drive <br />Colton, California 92324 <br />Dear Honorable Council Members: <br />Re: Pacific Coast Properties Inc. Tract 13701, Appeal of Planning <br />Commission' decision on February 12th, 1991 <br />On July 18, 1989, Tract 13701, owned by Pacific Coast Properties <br />Inc. (Pacific Coast) was on the consent calendar for final map <br />recordation approval by the City Council of the City of Colton. <br />A fourty five (45) days moratorium against small lots was passed on <br />the same date. During the Moratorium period, Pacific Coast met with <br />Ms Leslie Keane, acting City Manager, and the Mayor to explore ways <br />to mitigate the City's concerns and to lift the moratorium. <br />It was agreed that Pacific Coast would proceed with a new map, with <br />the same number identification 13701, and increase its average <br />lot size from four thousand square feet to five thousand six <br />hundred square feet. This meant that there would be a reduction in <br />the number of buildable lots of about thirty eight (38) lots: from <br />128 lots to 90 lots and completely reengineer the entire project <br />from sewer, water, streets, grading, electrical plans to house <br />plans. In addition, Pacific Coast agreed to dedicate a 12 feet <br />strip along the San Bernardino street side of the property for <br />landscaping. In exchange for Pacific Coast's concessions, the City <br />agreed to complete the formation of the Community Facility District <br />89-2 and expedite the final approval of this new map. The formation <br />of CFD 89-2 and this agreement "new criteria" was adopted by the <br />City Council in their meeting of September 19th, 1989 and November <br />30th, 1989. <br />The New Tract 13701 has a term life of three years as allowed by <br />the Subdivision Map Act and will expire on November 30th, 1992. <br />On or about June 1990, PDC Housing Group, a potential buyer without <br />any knowledge of the fact nor obtaining our consent, went to the <br />Planning Commission to seek a two year extension to the map and was <br />granted an extension of six months only by the Planning Commission <br />until February 26th, 1991. <br />950 W '17th St..
