Lavin, Water Utilities Manager <br />SUBJECT: Approval of Joint Powers Agreement with Date: December 19, 1991 <br />Loma Linda for Water and Sewer Services <br />to Srntrh Knnll TcArt <br />BACKGROUND: <br />The Scotch Knoll tract is located in the City of Loma Linda, at its boundary with <br />the City of Colton. The tract is in the Reche Canyon area and currently there are <br />no water and sewer services to the tract at this time. <br />nTSC'1 ISC.TnN! <br />The City of Lama Linda is requesting the City of Colton to service water and sewer <br />to the Scotch Knoll tract due to the fact that Colton's main lines are within the <br />area and Lama Linda does not have any main lines in the area. The developer is in <br />agreement with the Joint Powers Agreement and will pay all of the water and sewer <br />development costs to the City of Colton, as well as installing the water and sewer <br />main lines within the tract. <br />The Water Quality Treatment Plant will be able to process the additional discharge <br />into the City's system. Also, an additional water reservoir will be constructed <br />in the Reche Canyon area in FY92-93. <br />FINANCIAL IMPACT: <br />The City of Colton will receive the revenue for the water and sewer connections. <br />RECONMiNDATION: <br />Staff recommends that recorrmends that Council authorize the City Manager to execute <br />the attached agreement with the City of Lona Linda upon the City Attorney's approval <br />of the final revisions to the agreement.. <br />/lj <br />CITY NMAGER'S CONCURRENCE: <br />Attachments: <br />Page 1 of — Item No. I <br />
