CITY OF COLTON
AGENDA REPORT (CONTINUED)
FOR COUNCIL MEETING OF.
February 5, 1991
SUBJECT: Approval of Contract Amendment with CMI for Sewer Plant Maintenance
and Operations
ALTERNATIVES:
The City entered into the current maintenance contract in September, 1989, the contract
was for a 5 year period with provisions for expansion, as mentioned earlier, and provides
for the operations and maintenance of that facility throughout the term of the contract.
Unless the contract provisions were not met, and Council were to redirect staff to provide
other means to operate and maintain the facility no other alternative is available.
FINANCIAL IMPACT:
As part of the City's sewer master plan and rate analysis provided by Krieger and Stewart,
and as required by the State for a master plan every five years in order to maintain
current and actual needs for sewer capacity, rates were set to meet the operational and
expansion needs.
Current rates provide for expanded operations and facility expansion needs.
ENVIRONMENTAL IMPACT:
As with any utility the ever increasing demand for service dictates the need for expanded
infrastructure, maintenance and operations. The treatment plant does not differ from
any other utility to the degree that as the community continues to grow, the public
facilities must grow with them. In addition to growth, society sets new standards which
requires new and innovative facilities to meet the new standards set, and as long as the
eco system dictates the need for new environmental standards, facilities such as the
treatment plant will continue to be impacted by growth demand and facility renvo
RECCM ENDATION:
Staff recommends that Council approve the amendment to the contract for expanded services
for maintenance and operation of the treatment plant.
CITY MANAGER'S CCNCURREN
Page 2 of Item No
