CITY OF COLTON AGENDA REPORT (CONTINUED) FOR COUNCIL MEETING OF February 5, 1991 SUBJECT: Authorization to Proceed with Phase II of the Water Quality Control Plant Expansion ALTERNATIVES: The firm of Krieger and Stewart has supplied the necessary design and construction management for the most recent expansion and has provided consulting expertise to the City on a number of occasions prior to the current plant expansion, including plant upgrades, main line replacements and assisting in the Grand Terrace settlement dating back to the early 1980's. Krieger and Stewart has provided a proposal to continue these services (attached is their proposal) for the next phase of the treatment plant expansion. ALTERNATIVE: The alternative to having Krieger and Stewart provide the next phase of the plant expansion would be to select another consulting firm that would be less familiar and knowledgeable of the City's system. This would add to the amount of time needed to complete the next phase. FINANCIAL IMPACT: As part of the City's sewer master plan and rate analysis it was anticipated that the treatment plant and infrastructure would require expansion and renovation to meet the future growth demands. Therefore, rates and connection fees were set to provide the necessary revenue for future system expansions and renovations. ENVIRONy1ENTAL IMPACT: As noted earlier, in order to meet the service demands for new development and continued growth for the community, it is necessary to expand infrastructure to meet these needs. In addition to expansions and renovations, new Federal and State guidelines require system and infrastructure upgrades to meet new standards not previously required. RECC&t&ENDAT ION : Staff recommends that Council authorize the Director of Public Works to proceed with the next phase of the plant expansion for the City's Water Quality Control Plant Expansion as approved in the FY90-91 budget and approve Krieger and Stewart as the consulting engineers to provide design and construction management services as provided in Phase I.
