CITY OF COLTON <br />AGENDA REPORT (CONTINUED) <br />FOR COUNCIL MEETING OF <br />February 5, 1991 <br />SUBJECT: Authorization to Proceed with Phase II of the Water Quality Control <br />Plant Expansion <br />ALTERNATIVES: <br />The firm of Krieger and Stewart has supplied the necessary design and construction <br />management for the most recent expansion and has provided consulting expertise to <br />the City on a number of occasions prior to the current plant expansion, including <br />plant upgrades, main line replacements and assisting in the Grand Terrace settlement <br />dating back to the early 1980's. Krieger and Stewart has provided a proposal to <br />continue these services (attached is their proposal) for the next phase of the <br />treatment plant expansion. <br />ALTERNATIVE: <br />The alternative to having Krieger and Stewart provide the next phase of the plant <br />expansion would be to select another consulting firm that would be less familiar <br />and knowledgeable of the City's system. This would add to the amount of time needed <br />to complete the next phase. <br />FINANCIAL IMPACT: <br />As part of the City's sewer master plan and rate analysis it was anticipated that <br />the treatment plant and infrastructure would require expansion and renovation to meet <br />the future growth demands. <br />Therefore, rates and connection fees were set to provide the necessary revenue for <br />future system expansions and renovations. <br />ENVIRONy1ENTAL IMPACT: <br />As noted earlier, in order to meet the service demands for new development and <br />continued growth for the community, it is necessary to expand infrastructure to meet <br />these needs. In addition to expansions and renovations, new Federal and State <br />guidelines require system and infrastructure upgrades to meet new standards not <br />previously required. <br />RECC&t&ENDAT ION : <br />Staff recommends that Council authorize the Director of Public Works to proceed with <br />the next phase of the plant expansion for the City's Water Quality Control Plant <br />Expansion as approved in the FY90-91 budget and approve Krieger and Stewart as the <br />consulting engineers to provide design and construction management services as provided <br />in Phase I. <br />CITY MANAGER'S <br />Page 2 of__2_ Item No. <br />
