Hutton, Director of Public Works <br />City of Colton <br />650 North La Cadena Drive <br />Coltun, California 92324-2897 <br />Subject: Secondary Wastewater Treatment Plant Expansion <br />Phased Design and Construction <br />Dear Mr. Huttun: <br />It is necessary for the City to proceed immediately with expansion of its <br />secondary wastewater treatment facilities for two reasons: <br />1. To comply with the new Total Inorganic Nitrogen (TIN) limit <br />specified in the City's waste discharge requirements. The limit <br />becomes effective in July 1992. The Gity does not have any <br />existing treatment facilities designed to remove nitrogen from the <br />wastewater. <br />2. To provide additional secondary treatment and solids dewatering <br />facilities to acconu«odate new development. The existing secondary <br />facilities are operating at approximately 90X of design capacity. <br />Based on development currently proposed within. the Cities of Colton <br />and Grand Terrace, we now estimate that wastewater flows will reach <br />Plast capacity (6.4 MGD) in 1994. The proposed solids dewatering <br />facilities would eliminate the need for the City to construct <br />additiuual beds, sludge piping, and sludge and underdrain pumping <br />facilities, and acquire additional property for said facilities. <br />As indicated in the revised project schedule we prepared dated October <br />29, 1990 (copy attached), we estimate that it would take approximately 40 <br />months (February 1991 through May 1994) to design, construct, and begin <br />operation of all described treatment facilities (3.0 MGD capacity) <br />described in our proposal dated July 30, 1990 (Executive Summary <br />attached). <br />However, to expedite the design and constrijction process and attempt to <br />weet the July 1992 deadline for TIN limit compliance, we now propose to <br />phase the engineering and construction services, and pre -negotiate and <br />award certain critical aeration, pumping, and electrical equipment.
