CITY OF COLTON AGENDA REPORT For Council Meeting of February 19, 1991 TO: Honorable Mayor and City Council FROM: JACK STRATTON, CHIEF OF POLICE SUBJECT: Date: 2-13-91 INITIATE NEW FEES AND INCREASE EXISTING FEES FOR POLICE SERVICES BACKGROUND City Resolution #4310, which establishes fees for various police services, was last amended in April, 1983. The Police Department performs services to the public in the following areas, some of which we currently do not charge fees for and others the fees are significantly below those of other local public agencies. These include: 1. Fingerprinting for job applications $3 per person 2. Providing copies of reports, both police. incidents and traffic collisions (T.C's). $2 per report 3., Copies of photographs which are part of T.C. or police reports. $2 per photo 4. Vehicle Identification Verifications (VIN Verifications). No charge 5. Vehicle citation sign offs. No charge A survey of nearby police agencies was conducted as to the services that these agencies provided and the fees charged for the services. It was found that Colton has substantially lower fees than all the other agencies and provides VIN Verifications and Vehicle citation sign offs at no charge. VIN verifications are done primarily for commercial enterprises which deal in sale and purchase of vehicles. T.C. reports are done primarily for insurance companies or insurance company clearing houses which are major commercial enterprises and not the general public. One agency, Fontana Police Department, does not do any fingerprinting for the public. This is because the Department of Motor Vehicles does fingerprinting for the public.
