CITY OF COLTON AGENDA REPORT (CONTINUED) FOR COUNCIL MEETING OF February 19, 1991 SUBJECT: INITIATE NEW FEES AND INCREASE EXISTING FEES FOR POLICE SERVICES Many of the fees charged by other police agencies were on a sliding scale. It was felt that this would be difficult to administer at Colton because it would involve pulling the report before the requesting party would know what the fee would be. This information would then have to be transmitted to the City Finance Department in some manner so that the proper fee could be collected. These added steps were considered necessary if a basic fixed fee per readily determinable event was used. PURPOSE 1. To increase fees for services provided at a level commensurate with fees charged by neighboring police agencies. 2. To increase funds available to the City General Fund (between $75,000.00 and $100,000.00). 3. To set a rate structure which is easy for both the public to understand and for city employees to administer. 4. To recover part of the costs of labor, materials and overhead involved in processing these services. 5. To reduce the demands for services which directly impacts the Police Department's ability to protect the public and to prepare information for the criminal justice system which is the Police Department's primary function. RECOMMENDATION The staff recommends that Council: 1. Increase fingerprint fees to $10 per card. 2. Increase report fees as follows: T.C. Reports $16 per report for residents of Colton. T.C. Reports $32 per report for nonresidents. Other Reports $10 per report. 3. Increase fees for report photographs to $15 per photograph. 4. Add a fee of $25 for VIN Verification per vehicle, for commercial enterprises or businesses. 5. Repeal Sections 3, 4, and 7 of Resolution 4310. Report Prepared by: R.
