CHAPTER 6 <br />WHAT TO EXPECT DURING A <br />CHP TERMINAL INSPECTION <br />CHP TERMINAL INSPECTIONS <br />The California Highway Patrol conducts off-highway inspections of certain <br />aspects of the operations of all types of motor carriers. These inspections <br />are called "terminal inspections". These inspections are similar to the <br />audits conducted by the U. S. Department of Transportation; however, the <br />emphasis is not necessarily on the same aspects of a motor carrier's <br />operations. <br />The CHP's terminal inspection program is designed to determine a motor <br />carrier's overall compliance with State laws and regulations. Compliance with <br />federal laws and regulations is also evaluated, to the extent that the State <br />has adopted certain federal requirements relating to motor carrier safety and <br />the transportationl.of hazardous materials. <br />BIENNIAL INSPECTICIN OF TERMINALS (BIT) PROGRAM. <br />The California Connercial Motor Vehicle Safety Act of 1988 (CCHVSA) requires <br />M the CHP to conduct; terminal inspections of certain types of motor carriers atl` <br />least every 25 months. The CCtVSA specifies that each motor carrier subject <br />to its mandate must submit inspection fees to the CHP according to the numbers <br />of motor vehicles and trailers operated (34501.12 CVC). The motor carriers <br />who are subject to the BIT program are those who operate; <br />• Trucks with 3 or more axles (with unladen weight over 6,000 pounds) <br />,L <br />• Truck tractors <br />• Trailers or semi -trailers used in combination with the above vehicles <br />• Any truck transporting hazardous materials in quantities that require <br />the display of placards, the possession of a Hazardous Materials <br />Transportation License, or Hazardous Waste Hauler Registration. <br />• Any truck and trailer combination that exceeds 40 feet in length. <br />RECOMMENDED PUBLICATIONS FOR MOTOR CARRIERS <br />Motor carriers can benefit by obtaining copies of the laws and regulations to <br />which they are subject. Many do this, and some become quite knowledgeable <br />about the details of regulations that apply to them. <br />6-1 HPG 84.6 <br />
