For motor carriers who operate intrastate only (do not cross state lines or <br />participate in the interstate transportation of passengers or freight), the <br />publications most likely to be of use will be: <br />• California vehicle Code (CVC) <br />• Title 13 of the (California Code of Regulations (13 CCR), Chapter 2 <br />(additional chapters will be included in this volume) <br />• Title 49, Code,of Federal Regulations (49 CFR) Parts 106 to 178 (for <br />those who transport hazardous materials) <br />i <br />For motor carriers who operate in interstate commerce, whether or not <br />transporting hazardous materials, the above publications plus: <br />• Title 49, Code of Federal Regulations (49 CFR) Parts 390 through 397. <br />These Parts are the Federal Motor Carrier Safety Regulations. In <br />addition, Parts :325, 383, 385, 386, 387, and 399 have information of <br />interest to interstate motor carriers. <br />Annex A contains the addresses where these publications may be obtained. Some <br />of these publications are also available from industry associations, which in <br />1 most cases. have one jprice for members and another for non-members. <br />WHAT A TEOIINAL INSPECTION INCLUDES <br />A terminal inspection covers up to four different categories of a motor <br />carrier's operation. The categories are: <br />(1) Preventive maintenance program for regulated vehicles, including <br />associated records. <br />(2) Drivers hours of service and time records. May also include records <br />of employer's participation in monitoring of drivers' Department of Motor <br />Vehicles records, using that agencies Pull -Notice Program. <br />i <br />(3) Condition of regulated vehicles and other regulated equipment. <br />(4) For carriers ofhazardous materials, the inspection will also include <br />compliance with all aspects of the hazardous materials regulations <br />including packaging, marking, labeling, loading, placarding, shipping <br />paper preparation and retention and other details. <br />At the conclusion of` a CHP terminal inspection, a rating of "satisfactory" or <br />"unsatisfactory" will be assigned for each of the applicable categories. In <br />addition, and most importantly, an overall rating for the terminal will be <br />assigned based on the level of compliance found in considering all of the <br />categories just discussed. <br />6-2 <br />HPG 84.6 <br />
