Hutton, Director of Public Work S <br />��Wt <br />SUBJECT: Report, Findings and Recommendation for Colton Date: July 12, 1991 <br />Ave. and "C" St. and Colton Ave. and Fairview St. <br />BACKGROUND: <br />The City's Traffic Committee received a request to review the possible need to <br />install four way and three way controlled intersections for Colton Ave. and "C" <br />St. and Colton Ave. and Fairview St. respectively. <br />STATEMENT OF PROBLEM: <br />As Council is aware, the State of California requires the meeting of certain <br />criteria called warrants for the installation of four way stops or signalized inter- <br />sections. These warrants require meeting the following: certain number of vehicles <br />entering the intersections; pedestrians crossing the intersections; number of <br />accidents; and delay of traffic on side streets due to high volume on a main street. <br />ALTERNATIVES: <br />The following are the alternatives available to Council: <br />1. Installation of a four way stop can be warranted if volumes <br />on the main street are high. This usually causes major <br />traffic backup and delays during peak hours. <br />2. Installation of a traffic signal which allows continued <br />flow on the main street until a side street vehicle or <br />pedestrian traffic necessitates crossing of the <br />intersection. <br />3. Additional controls at the intersection, such as tunnel <br />lighting and increased visual warning devices as an <br />alternative to 1 or 2. <br />A four way stop is much less expensive to install does create long term costs as <br />can be noted by the newly required Congestion Management Plan mandated by the State. <br />Though it can be used as an interim measure prior to installing a signalized inter- <br />section.
