However, if there is no alternative <br />OP sign, then an advance Code W17R STOP <br />D sign and appropriate pavement markings <br />should be placed in conjunction with it. <br />Publicity through the radio and press is highly <br />desirable when STOP signs are installed and espe- <br />cially when it is necessary to change their location. <br />Any of the following conditions may warrant a <br />four-way stop sign installation: <br />1. Where traffic signals are warranted and the need <br />is urgent, the four-way stop is an interim meas- <br />ure that can be installed quickly to control traffic <br />while arrangements are being made for the signal <br />installation. <br />2. An accident problem, as indicated by five or more <br />reported accidents of a type susceptible of cor- <br />rection by a four-way stop installation in a 12 - <br />month period. Minimum volume warrant: <br />a. The total vehicular volume entering the inter- <br />section from all approaches must average at <br />least 500 vehicles per hour for any eight hours <br />of an average day, and <br />b. The combined vehicular and pedestrian vol- <br />ume from the minor street or highway must <br />average at least 200 units per hour for the <br />same eight hours with an average delay to <br />minor street vehicular traffic of at least 30 <br />seconds per vehicle during the maximum hour. <br />c. When the 85 -percentile approach speed of the <br />major street traffic exceeds 40 miles per hour, <br />the minimum vehiculer volume warrant is 70 <br />percent of the above requirements. <br />A . four-way stop sign installation is a useful traffic <br />control measure when other available means of control <br />are not adequate. It should not be used unless the <br />volume of traffic on the intersecting roads is about <br />equal and is undesirable at low -traffic intersections. <br />A traffic signal installation is the more satisfactory <br />solution. <br />At a four-way stop intersection each stop sign may <br />be supplemented by a separate plate mounted just <br />below it, reading "4 -way" in black letters on a white <br />background. The standard size for such plate is 12 <br />inches by 6 inches. <br />POLICY: Use the R2R sign to give notice of a re- <br />stricted prima facie speed limit. This sign is available <br />for 25, 30, 35, 40, 45, 50, 55 and 60 mile per hour <br />limits and for 20 mile per hour truck limits on <br />descending grades. (See Section 8-703.) The minimum <br />sized R211 sign that shall be installed on a State <br />highway is 36"x45". On freeways 48" x 60" signs <br />shall be used. The R2R sign may be installed after <br />an engineering and traffic survey has been conducted. <br />(See Sections 22354 and 22358 of the Vehicle Code.) <br />Section 21403 of the Vehicle Code specifies the size <br />of letters and numerals that must be used on speed <br />restriction signs installed after January 1, 1964. It <br />also provides that the letters and numerals on such <br />signs shall be reflectorized, or illuminated from sunset <br />to sunrise. Further, speed restriction signs erected <br />prior to January 1, 1964, shall conform to the new <br />requirements or to the statutory requirements in effect <br />at the time the signs were erected. <br />LOCATION: Erect in the standard position on the right <br />shoulder at the beginning of the restricted speed <br />zone. When speed zones are longer than one mile, <br />intermediate signs may be posted at approximate <br />1 -mile intervals. On freeways install following each <br />interchange or at approximate 1 -mile intervals where <br />interchanges are widely spaced, for three or more <br />lanes in each direction, dual installations will be used. <br />
