CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF. <br />(CONTINUED) <br />November 5, 1991 <br />SUBJECT: Modifications To Refuse Collection Regulations <br />And Franchise Requirements <br />Ordinance #2, attached to this report, proposes a number of minor <br />clarifications to the exiting franchise regulations, including specifying <br />twice -a -week rather than once -a -week service for residential collection <br />and increasing the refuse collection license fee from $100 to $200 per <br />year per vehicle. Of major importance, this ordinance also provides <br />existing franchisees with notice that the City revokes its prior five <br />year notice and may exercise its ability to modify the franchise process <br />and number of franchises as earlier as January 1, 1992. <br />FISCAL IMPACT <br />It is difficult to determine the fiscal impact of the proposed ordinances <br />at this time. They allow the City the flexibility to control haulers and <br />the level of service provided to assure compliance with AB 939. Failure <br />to comply with this new state law subjects the City to significant fines. <br />In addition, the proposed ordinances may allow the City to pick up <br />additional refuse collection business; and taking advantage of the <br />economy of scale, keep future fee increases at minimum levels. There <br />should be no negative fiscal impact to the City or the Sanitation <br />Enterprise Fund. <br />RECOMMENDATION• <br />Waive full reading and approve first reading of two refuse collection <br />ordinances, by title as follows: <br />1. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON RESTRICTING EXPANSION OF REFUSE <br />COLLECTION SERVICES WITHIN THE CITY <br />AND <br />2. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE COLTON MUNICIPAL CODE <br />RELATING TO SOLID WASTE COLLECTION AND <br />BUSINESS LICENSES <br />Attachments: Ordinances (2) <br />2 2 <br />Page of Item No <br />
