TO: HONORABLE MAYOR and CITY COUNCIL Q <br />FOR: Council Meeting of 19 November 1991 <br />FROM: Leslie Stratton, City Manager 0�b <br />G <br />SUBJECT: REGENCY OUTDOOR <br />BACKGROUND: E <br />On October 8, 1991, the Planning Commission held a Public Hearing to consider six <br />billboards on 1-10 and 1-215 proposed by Regency Outdoor. The staff report advised <br />the Commission that the location of these signs were the same locations as previously N <br />proposed and approved by Adams Advertising. The Commission was further informed <br />by the Assistant City Attorney that the Regency Outdoor proposal could not be con- <br />sidered until the Adams Advertising issue was decided by the City Council. D <br />The Planning Commission therefore concluded that due to a conflict in the proposals <br />by Adams Advertising and Regency Outdoor and since a Conditional Use Permit and <br />Variance had been approved on private and City owned property at the request of <br />Adams Advertising, the Commission's only alternative was to deny the Regency Out- <br />door proposal. It was expected that Regency Outdoor would appeal and that the <br />Adams Advertising issue would be resolved prior to action on the Regency Outdoor ap- <br />peal., <br />DISCUSSION/ANALYSIS: <br />R <br />The City Council is expected to have made a final decision on Adams Advertising prior <br />to this item. Depending on the action taken by the City Council the following are pos- <br />sible alternatives the City Council may choose to consider: <br />E <br />Alternative #1: If the City Council overturned the Conditional Use Permit and Variance <br />requested by Adams Advertising: <br />1 a: The Regency Outdoor appeal should be denied. <br />P <br />Alternative #2: If the City Council sustained the Conditional Use Permit and Variance <br />requested by Adams Advertising: <br />2a: The City Council should continue the Regency Outdoor appear <br />O <br />to allow staff to enter into negotiations with Regency for signs on <br />property not in conflict with any agreement with Adams Advertising. <br />Alternative #3: If the City Council continued Adams Advertising: <br />R <br />3a: The City Council should continue the Regency Outdoor appeal. <br />�-m i 3 <br />fl <br />- <br />Agenda Report CCREGCYA PAGE 1 OF 1 <br />CENTRAL RECORDS <br />FILE NO. 2©..3..:2 ................. �.�. <br />
