CITY OF COLTON AGENDA REPORT For Council Meeting of September 3, 1991 TO: Honorable Mayor and City Council FROM: John C. Hutton, Director of Public Worksr-._ SUBJECT: Recommendation by Traffic Committee with Regards Date: August 29, 1991 to Petition Submitted by Area Residents for Traffic Control Devices at Numerous Locations At the August 20, 1991 Council meeting a petition was received by Council requesting that a number of traffic control devices be installed at the following locations: 1. Colton Avenue and "F" Street 2. Colton Avenue and "E" Street 3. Colton Avenue and Fairview Drive 4. 9th Street and "D" Street 5. Mt. Vernon Avenue and "D" Street 6. Colton Avenue and "C" Street 7. Colton Avenue and Coburn Street At this meeting the Council directed staff and the Traffic Committee to review and make recommendations as to solutions to resolve the concerns of the area residents regarding the referred to intersections. At the July 16, 1991 Council meeting staff presented recommendations for two of the six locations presented in the petition. The following action was taken by Council: Colton Avenue and "C" Street, warrants were met to install a 4 -way stop. The stop signs were installed on July 22, 1991. At the T -intersection of Colton Avenue and Fairview Drive, an analysis was completed and it was found that the inter- section warranted a traffic signal primarily due to vehicular and pedestrian traffic during school hours only. I would note that there has not been any recorded accidents located at this intersection involving either pedestrians or vehicles over the past year, but due to the number of pedestrians and vehicles passing through this intersection during school hours, a signalized intersection is warranted pursuant to State requirements. The Traffic Committee recommended that stop signs not be installed at this location on the basis it would give a false sense of security to pedestrians.
