CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of September 3, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Worksr-._ <br />SUBJECT: Recommendation by Traffic Committee with Regards Date: August 29, 1991 <br />to Petition Submitted by Area Residents for Traffic <br />Control Devices at Numerous Locations <br />At the August 20, 1991 Council meeting a petition was received by Council requesting <br />that a number of traffic control devices be installed at the following locations: <br />1. Colton Avenue and "F" Street <br />2. Colton Avenue and "E" Street <br />3. Colton Avenue and Fairview Drive <br />4. 9th Street and "D" Street <br />5. Mt. Vernon Avenue and "D" Street <br />6. Colton Avenue and "C" Street <br />7. Colton Avenue and Coburn Street <br />At this meeting the Council directed staff and the Traffic Committee to review and <br />make recommendations as to solutions to resolve the concerns of the area residents <br />regarding the referred to intersections. <br />At the July 16, 1991 Council meeting staff presented recommendations for two of <br />the six locations presented in the petition. The following action was taken by <br />Council: Colton Avenue and "C" Street, warrants were met to install a 4 -way stop. <br />The stop signs were installed on July 22, 1991. At the T -intersection of Colton <br />Avenue and Fairview Drive, an analysis was completed and it was found that the inter- <br />section warranted a traffic signal primarily due to vehicular and pedestrian traffic <br />during school hours only. I would note that there has not been any recorded <br />accidents located at this intersection involving either pedestrians or vehicles <br />over the past year, but due to the number of pedestrians and vehicles passing through <br />this intersection during school hours, a signalized intersection is warranted <br />pursuant to State requirements. The Traffic Committee recommended that stop signs <br />not be installed at this location on the basis it would give a false sense of <br />security to pedestrians.
