CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF. <br />(CONTINUED) <br />September 3, 1991 <br />SUBJECT: Recommendation by Traffic Committee with Regards to Petition Submitted <br />by Area Residents for Traffic Control Devices at Numerous Locations <br />BACKGROUND CONT.: <br />Inasmuch as the other intersections are concerned, it was the recommendation of <br />the Traffic Committee that those intersections be analyzed for any possible <br />deficiencies with regards to signage, intersection lighting, the collection of pedes- <br />trian and vehicle counts. Additionally, accident history would be gathered to deter- <br />mine what specific needs are warranted at these intersections. This information <br />must be compiled in order to provide the proper solution for these intersections. <br />It will require at least sixty days to gather all of the required information in <br />order to make recommendations to Council. <br />STATEMENT OF THE PROBLEM: <br />The Traffic Comnittee has recommended that since this is an area -wide concern <br />involving not only one intersection, but several, an area -wide analysis be <br />performed in order to comply with any State mandates as stipulated under the <br />Congestion Management Plan. In conclusion, I would like to note that while many <br />intersections can warrant by at least one of the five State recommended provisions <br />to install signalized intersections, this is not always economically feasible (the <br />cost is close to $100,000 per intersection to install signalized traffic controls). <br />Additionally, we must deal with new State mandates, such as the Congestion Management <br />Plan which prohibits multiple delays on major streets in order to reduce congestion <br />and pollution caused from stop and go traffic. <br />Whatever the final analysis reveals, the choices must be based upon physical <br />evidence, the number of accidents involved (both pedestrian and vehicular), the <br />actual number of pedestrians crossing each intersection, and delays to traffic trying <br />to enter or cross the mainstream of vehicle movement. <br />FINANCIAL IMPACT: <br />The cost of the traffic study has been estimated at $20,000, and would be funded <br />through traffic mitigation fees. <br />RECCNMENDATION: <br />The Traffic Committee and staff recommend that Council allocated $20,000 from the <br />Traffic Fee Fund for an in-depth traffic ananlysis for the referenced intersections <br />and areas between the intersections. After the traffic analysis is completed, the <br />Traffic Committee will meet with the area representatives to discuss the physical <br />and factual evidence that will be used for any recommendation concerning traffic <br />control devices.
