CITY OF COLTON <br />AGENDA REPORT (CONTINUED) <br />FOR COUNCIL MEETING OF. <br />September 17, 1991 <br />SUBJECT: Proposed Sanitation Rate Increase for FY91-92 <br />FINANCIAL INPACT: <br />The fund account supporting dump charges will need to be increased by $120,000/yr. <br />even if no other tipping rate or operational increase is considered for the current <br />fiscal year. In 1989 Council approved the first year of a 5 year rate increase based <br />upon the current tipping fees, which included a built-in inflation factor for the <br />future 5 years. Although the 5 year projected rate approved in 1989 has been accurate <br />in regards to operating costs, the 28% increase in County dumping fees from 1989 to <br />1991 ($10.55/ton to $29.21/ton) was not included in the projected increase for dump <br />charges since these increases were unknown at that time. <br />This percentage increase in landfill tipping fees relates to a 18% increase in <br />comparison to the overall Sanitation operation budget for FY90-91 (approximately <br />1.4 million). Additionally, the Department of Nbtor Vehicles has increased <br />substantially the annual permit fees on Sanitation trucks, passing on to others the <br />increase costs related by the State mandated vehicle inspection program (BIT). <br />Previous annual permit fees were $900/truck and rose to $2,400/truck for FY91-92, <br />resulting in a 2% increase to the overall operational budget for FY91-92. The <br />increase would be $3.05/mo. with a like percentage increase for commercial collection. <br />ENVIROM ENTAL IMPACT: <br />Alternatives to landfill disposal must be a priority now, not only to hopefully <br />decrease landfill tipping costs, but to reduce the total environmental impact related <br />to landfills. Material recovery facilities or resource recovery is the primary goal; <br />and, although it is becoming increasingly accepted by individuals, the private <br />industry needs to increase its need for recyclable materials, creating a more stable <br />market for this resource. <br />RECOMv1ENDATION: <br />Staff recommends that after the conclusion of the public hearing, if there are not <br />sufficient protests, Council waive the full reading of the Ordinance, and approve <br />the first reading of the Ordinance setting refuse rates for both commercial and <br />residential pickup for FY91-92, per the Utility Commission's recommendation. <br />JCH/lj <br />CITY ~GER'S CONCURRENCE: <br />Page 2 of_ 2 Item No <br />
