City of Colton <br />AGENDA REPORT <br />For Council Meeting of August 18, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: Mark Lewis, City Manager fi)45�1"A Z� <br />SUBJECT: Monthly Utilities Bill Payment Options DATE: August 12, 1992 <br />(For Residential Customers) <br />BACKGROUND <br />In response to recent concerns expressed by the public, we are recommending changes in our <br />utilities billing system to improve customer service. On April 7, 1992, staff was directed by the <br />Council to look into the possibilities of converting residential utilities customers to a monthly <br />billing cycle. <br />At that time we considered splitting the services covered by the existing bill and billing them in <br />alternating months. While this approach sounded good at first, after some research, it was <br />determined that splitting services would not help those customers with high demand for <br />electricity. The change would also require major computer programming changes. <br />DISCUSSION <br />The proposal we are submitting at this time involves changes the billing time schedule for <br />residential customers, allowing them to pay half (or more), of their bill within thirty five (35) <br />days of the billing date before shut-off. Payment would be expected, however, after twenty (20) <br />days of the billing date. The customer would receive the bill for the second installment <br />approximately twenty-five (25) days after the first billing. <br />The customers who are satisfied with the present method of paying their utility bill every two <br />months may continue to do so. The present billing cycle allows thirty-nine (39) days after the <br />billing date for full payment before the shut-off date. Payment is expected under present billing <br />cycle after twenty-nine (29) days. <br />(SEE ATTACHMENT 1) <br />At its August 10th, 1992 meeting the City of Colton Utilities Commission supported staff's <br />j`''s <br />recommendation to implement the monthly utilities bill payment options. <br />The following are staff's recommendations for the equipment and personnel necessary to <br />implement the monthly utility bill payment options as itemized by the specific departments <br />involved in the conversion. <br />4Q"V ry�c. <br />ar <br />
