RECOMMENDATION: <br />In conclusion, staff recommends that the City Council approve the moratorium for <br />composting to provide staff with the opportunity to further review the composting and G <br />related uses, their environmental impacts and their classification within the City codes. <br />Should the City Council make a determination that the moratorium is not necessitated, <br />Staff recommends that the City Council approve the classification of those facilities as <br />recycling operations, as brought forth in this report and by the City Attorney. This E <br />classification would serve as the City's Measure to ensure quality composting operations <br />within the city and provide the two current applicants for those operations an opportunity <br />to be reviewed by the City. N <br />In addition, Staff further recommends that the appeal of trailers for Inland Empire Com- <br />posting by members of the City Council be continued from the Council meeting of January <br />5, 1993 in order to allow the City Council and Staff to consider the need for the appeal.
