CA8000200 <br />Dear Mr. Lewis: <br />Attached is a copy of the National Pollutant Discharge Elimination <br />System, Stormwater Permit Implementation Agreement, Santa Ana <br />Region (Agreement) for presentation to your City Council for <br />adoption. In a letter dated December 11, 1991 (copy attached), the <br />District gives an overview of the Agreement, and a draft form of <br />the Agreement was attached for review and comment. The comments <br />received from City and County Attorneys were addressed by the <br />Funding and Finance Subcommittee and discussed at the NPDES Co - <br />Permittees Monthly Meeting on March 17, 1992. The vast majority <br />of comments were incorporated into the final agreement. <br />The item that has been holding up the Agreement was the Program <br />Costs for FY 92/93 to be included as part of the Agreement. Now <br />that those costs have been determined, the last hurdle is getting <br />the Agreement approved. The following is a breakdown of the costs, <br />with a short explanation of each item: <br />ITEM COST <br />o Annual NPDES Permit Fee (due January, 1993) $50,000 <br />o Monitoring Program 150,000 <br />o Drainage Area Management Plan Report 300,000 <br />o Administration 195,000 <br />Sub Total 695,000 <br />o Contingencies (15%) 105,000 <br />ESTIMATED TOTAL PROJECT COSTS $800,000 <br />o Annual NPDES Permit Fee <br />This permit fee is paid to the California Regional Water <br />Quality Control Board, Santa Ana Region (Regional Board). <br />Presently, the fee is $10,000 but is to be increased to <br />$50,000 and due January, 1993. k.
