Regulations concerning vacations, holidays and sick leave is incorporated in the new MOU. <br />7. MEDICAL INSURANCE - the City shall continue to contribute the equivalent to the cost of "Family" <br />coverage under the Health Net Plan, Group Number 50766A for city provided health insurance <br />coverage. <br />8. SICK LEAVE BUYBACK - the provision reducing by 1/2 sick leave buyback benefits for all <br />employees hired on or after January 1, 1987, was removed. <br />9. LAYOFF POLICY - a comprehensive layoff policy and procedure were added. <br />10. UNIFORMS - employees in code enforcement and recycling were added to the existing policy. <br />11. ACTING APPOINTMENTS - several provisions were added including that they shall be made: <br />A. Based on the needs of the City, <br />B. From among those meeting the minimum requirements for the position whenever possible, <br />C. After major consideration has been given to eligible employees' experience and job knowledge, and <br />D. Following the posting of a notice on bulletin boards for at least one week. <br />12. PERMANENT PART-TIME EMPLOYEE BENEFITS - an interoffice memorandum from one of my <br />predecessors states that on July 29, 1987, the City Council approved partial fringe benefits for part-time <br />employees regularly scheduled to work between 30 and 40 hours per week annually. This MOU <br />incorporates those benefits since the City Attorney's Office has advised staff that permanent part-time <br />employees are part of the general employees' bargaining unit. <br />13. MECHANICS' TOOLS - in a memorandum from Edmund F. Sotelo to John Hutton dated March 25, <br />1991, he agreed to a request that the mechanics be allowed to use their own tools and the City pay the <br />required property tax provided that employees are not required to furnish their own tools and employees <br />who choose to use their own tools will not hold the City responsible for loss or damage to the tools. <br />This practice has been incorporated into this proposed MOU. <br />14. RETIREE MEDICAL <br />A. The City will provide the retirees' health insurance benefit described in the MOU to retirees who <br />move outside the Health Net or Kaiser service area and enroll in a health insurance plan. The benefit <br />will be reimbursement for monthly premiums by the City up to the current Health Net premium rate. <br />Eligible retirees must show proof of insurance and of payment of monthly premiums. <br />B. Employees who retire after 15 but less than 20 years of city service shall be eligible for city -paid <br />medical insurance coverage as described in the MOU, however, their spouse shall never be eligible for <br />such city -paid coverage. <br />Currently, after 20 years of service, the City pays the premiums for retired employees and their spouses <br />up to medicate age unless the retiree is ineligible for medicare benefits in which case the City will <br />continue to pay the premiums, as long as the employee remains insurable. This provision was not <br />changed in this year's negotiations. <br />
